Professor Athina Lazakidou


Governor



She is a Professor at the Department of Economics of the University of the Peloponnese. She graduated in 1996 from the Department of Computer Science of the Athens University of Economics and Business in Greece. Between 1997 and 2000 she completed her PhD at the Free University of Berlin in Germany.


She has significant academic and research experience. She has 25 years of teaching experience at undergraduate and postgraduate level, having previously worked at the University of Cyprus, the University of Nicosia, the Hellenic Naval Academy, the Hellenic Army Academy, the National and Kapodistrian University of Athens, the University of Piraeus, the Open University of Cyprus, the Hellenic Open University, the University of the Peloponnese and the National School of Public Administration.


She is the author of many books on e-Government and e-Services, Management Information Systems, Advanced Systems and New Technologies in various fields.


She also has administrative experience, as she is the Director of the Digital Health and Health Economics Applications Laboratory (DigiTHEA Lab) of the Department of Economics of the University of Peloponnese from 2016 to present. She has also worked as a Special Expert in the European Union and an independent evaluator at the Information Society S.A., the Electronic Governance of Social Security S.A. (IDIKA S.A.), at IKA-ETAM, at the Development Company Information-Education-Local Development S.A. (PETA S.A.), the State Scholarships Foundation (IKY), the Hellenic Foundation for Research and Innovation (ELIDEK), as well as the Research Promotion Foundation (RPF) of the Republic of Cyprus for evaluations of research proposals/ projects.


From July 2020 to March 2023, she served as a Member of the Board of Directors of the Corinth Canal (A.E.D.I.K. S.A.) and from January 2024 until today, she is the Governor of the Road Tolls Service - Electronic Management of Road Infrastructures of the Ministry of Infrastructure and Transport.

The violations that will be digitally certified are: 

  • Exceeding the speed limit 


  • Red light Violation


  • Using a mobile phone while driving 


  • Illegal use of an exclusive traffic lane (LEA)

The action of digital management of violations in combination with the activation of cameras aims to consolidate the deterrent effect of the sanctioning rules of the Road Traffic Code and to build a culture of Road Safety.


We all participate in this effort so that by 2050 we will have "zero victims from traffic accidents".


The Road Tolls Service-Electronic Management of Road Infrastructure of the of the Ministry of Infrastructure and Transport is establishing an electronic toll for the payment of Tolls for Traffic Connections, as part of the effort to combat bureaucracy and serve citizens. A visit to the local Tax Office will no longer be required to pay tolls (as was the case until recently) and payment will be made exclusively through the electronic toll service (e-toll). Notices are sent by post.


The new method of payment via electronic toll is valid from March 1, 2024. To purchase the e-toll, interested parties  can visit the website of the General Secretariat of Information Systems (http://www.gsis.gr) and select the "e-toll" application (E-Toll Code: 5160) from the "Services for Citizens" or "Services for Businesses" menu.

The National Access Point of Greece is a platform through which interested parties can access data from Intelligent Transport Systems and road network data. The platform offers real-time, static or historical data in various types and under various licenses. These data are published by accredited entities and can be used for various purposes (such as for the development of commercial services) depending on their license.


The main objective of the National Access Point is to collect and provide transport-related data and to facilitate their use by service providers, local authorities and central government agencies. The ultimate goal is to provide harmonised information services to travellers along the national and international transport network.

Service Responsibilities


The mission of the Road Tolls Service - Electronic Mangamenet of Road Infrastructure is, among others:


  • the development and operation of an Electronic Road Infrastructure Management System for monitoring and charging vehicle tolls,
  • the development and operation of an Electronic System for monitoring, recording and processing traffic loads,
  • the development and operation of the Electronic Register of European Electronic Toll Service Providers (EYT), which has been established at the Ministry of Infrastructure and Transport,
  • the drafting and issuance of mandatory application specifications for uniform electronic analog tolls, throughout the road network regardless of the service or operating and exploitation entity,
  • the opinion to the Minister of Infrastructure and Transport on the points of construction and operation of toll stations on the road network and at the country's entrances,
  • the monitoring and return of revenues, except those relating to concession contracts,
  • the management of traffic connections, including the collection of fees from legal traffic connections and the relevant resources (article 87 par. 1 of Law 4530/2018),
  • the management of real estate (after the completion of the transfer of the assets of the Company T.E.O. S.A. to the Greek State, article 87 par. 1 of Law 4530/2018).
  • the operation and management of the National Access Point 
  • the facilitation of the passage of Socially Vulnerable Population Groups through the toll stations of the country's motorways,
  • the licensing of passages through the Side Road Network.
  • the operation of the Road Tolls Service-Electronic Management of Road Infrastructure as a National Assessment Body, a competent service to assess whether the requirements of delegated regulations (EU) 885/2013, (EU) 886/2013, (EU) 2015/962 and (EU) 2017/1926 are met. 
  • the operation of the Road Tolls Service-Electronic Management of Road Infrastructure as a National Contact Point for incoming requests from other Member States of the Union to Greece, assisted at a technical level by the IT and Electronic Systems Support Service of the Ministry of Infrastructure and Transport.
  • the operation of the Road Tolls Service-Electronic Management of Road Infrastructure as a National Contact Point for outgoing requests from Greece to other Member States of the Union.
  • the assignment to the Ministry of Infrastructure and Transport and Highways of Greece of the management of issues of interoperability of tolls in Greece with neighboring countries in accordance with European standards. 
  • the assignment to the Ministry of Infrastructure and Transport and Highways of Greece of the digital management of road violations, informing citizens and sharing of revenues.

The Road Tolls Service – Electronic Management of Road Infrastructure of the Ministry of Infrastructure and Transport publishes a comprehensive report on tolls levied in the Greek territory. The report includes information on the evolution of the imposition of fees for the use of road infrastructure projects, the differentiation of infrastructure fees according to the category of vehicle and the type of heavy commercial vehicle, the differentiation of infrastructure fees according to the environmental performance of vehicles, the total revenue from tolls, the use of the revenues resulting from the implementation of Directive (EU) 2022/362 and many other useful information.

The Hellenic Institute of Transport (HIT) οf the Centre for Research and Technology (CERTH/EKETA) together with the Road Tolls Service – Electronic Management of Road Infrastructure (YOT-HDOY) organized with great success a two-day workshop titled “Data Quality and NAP Best Practices” in the framework of the European Commission NAPCORE project, which took place with great success in Athens, Greece on 5-6 May 2025. The aim of this Event was to bring together the project participants to discuss the current status, the future prospects and the progress of National Data Access Points (NAPs) in the EU. The Institute of Communications & Computer Systems (ICCS) together with International Road Federation (IRF) and several other Organizations, are organizing the International Symposium "Navigating the Future of Traffic Management" in Athens, Greece on 29 June – 3 July 2025.
